You have mobile personnell whose location is unknown and this results in multiple phone calls to mobile phones to establish the closest person to a given task / emergency.
Solution
Implement a PDA/Mobile phone/GPS based tracking system that updates their location every few minutes. Information is shown on a map point or abespoke application.

- Location known at all times.
- Can also use equipment for route planning/ satellite navigation.
- Uses standard phones and a relatively cheap add on GPS.

- Low equipment cost, uses GPS web service so low running cost.
